Skip the cart if your whole plan is Playa Norte, beach clubs, and downtown. In that case, walking and taxis may be easier and less stressful.

Arrive early, handle the rental only after confirming terms, then loop south toward Punta Sur before the day gets too hot. Work your way back with lunch and beach time, leaving a buffer for cart return and ferry timing.

Sandos Cancun and Krystal Cancun are stronger bases than Riviera Maya resorts because Isla Mujeres is a Cancun-facing day trip. From Playacar, Cozumel usually makes more sense.
